Why smaller solar projects often carry higher financing risk than large ones

In solar finance, scale is often treated as a secondary detail. Smaller projects are seen as simpler, faster to build, and easier to manage. Large projects are assumed to be complex, capital intensive, and risky. This intuition feels right, but in many emerging markets it leads investors in the wrong direction.

In practice, smaller solar projects often carry higher financing risk than larger ones.

The first reason is transaction cost concentration. Every project, regardless of size, requires legal review, technical due diligence, financial modeling, permitting, and monitoring. These costs do not scale down proportionally. For a small project, fixed transaction costs consume a much larger share of total value. This leaves less room for error. Small inefficiencies that would be absorbed easily in a large project become material in a smaller one.

This also affects investor behavior. When effort and cost are similar, investors naturally prioritize larger tickets. Smaller projects receive less attention, fewer iterations, and tighter timelines. Risk is not necessarily lower. It is simply examined less thoroughly.

Cash buffers are another critical factor. Smaller projects typically operate with thinner margins and limited reserves. They have less flexibility to absorb delayed payments, FX losses, or temporary underperformance. A few months of stress can wipe out liquidity entirely. Larger projects, by contrast, can spread shocks over higher absolute cash flows and often maintain more robust reserves.

Revenue concentration amplifies this risk. Many small solar projects rely on a single offtaker with limited bargaining power and little diversification. If that customer delays payment or faces stress, the project has nowhere to hide. Larger projects are more likely to serve multiple loads, operate within stronger contractual frameworks, or attract offtakers with deeper balance sheets.

There is also a governance dimension. Small projects often depend heavily on a narrow set of individuals. Decision making, problem solving, and crisis response are centralized. When something goes wrong, there are fewer layers of redundancy. Large projects usually involve more structured governance, clearer reporting lines, and institutional oversight. These do not eliminate risk, but they make it more visible and manageable.

Operational risk behaves differently at small scale as well. A single inverter failure or maintenance delay has a disproportionate impact on output. Small projects lack redundancy. Performance volatility is higher, even when average performance looks acceptable. Over time, this volatility erodes confidence and complicates cash planning.

Financing structures compound these issues. Smaller projects often face worse terms. Debt is more expensive. Tenors are shorter. Covenants are tighter. Equity expectations are higher. Investors demand simplicity, but simplicity often comes at the cost of flexibility. The structure becomes brittle.

Some argue that aggregating small projects solves these problems. In theory, aggregation spreads risk and improves scale. In practice, aggregation introduces its own complexity. Data consistency becomes harder. Operational differences matter more. Weak projects can drag down stronger ones. Aggregation helps, but it is not a free solution.

The deeper issue is perception. Small projects are often assumed to be safer because the absolute capital at risk is lower. But relative risk matters more than absolute size. Losing ten percent of a large project is uncomfortable. Losing fifty percent of a small one is fatal.

This does not mean investors should avoid small solar projects. It means they should approach them honestly. Smaller projects require stronger structuring, clearer buffers, and more realistic assumptions, not lighter scrutiny. Treating them as simpler versions of large projects is a mistake.

In many emerging markets, the irony is clear. Small projects are celebrated as flexible and accessible, yet they are often the most exposed to timing risk, liquidity stress, and operational shocks. Without deliberate design, they become fragile.
